Beljansky is an electrical engineer and holds a master’s degree in energy from the University of Buenos Aires. With over 28 years of experience in the energy sector, she has devoted much of her career to the study and development of energy and climate change policies, advising both private companies and public institutions at the national and international levels. She is currently the CEO of EVfuels.

Until December 2024, she served as the Undersecretary of Energy Transition and Planning at Argentina’s Ministry of Economy. At the end of that year, she resigned from the position, concluding a significant chapter in the country's energy planning efforts.
In addition to her public sector work, Beljansky has been a lecturer in the Interdisciplinary Master’s Program in Energy at the University of Buenos Aires and is widely recognized as an expert in renewable energy and energy efficiency. In July 2024, she was part of an Argentine delegation that traveled to the United States to strengthen climate partnerships between the two countries, collaborating with renowned institutions such as the National Renewable Energy Laboratory (NREL) and the California Air Resources Board.
The award is named after two pioneers of Argentine engineering: Elisa Bachofen, the first female engineer in the country and in Latin America, and Beatriz Ghirelli, the first woman to graduate as an engineer from the National University of La Plata. Both paved the way through their leadership and commitment, laying the foundation for greater female participation in the field of engineering.
